Montana limits teletherapy reimbursement to providers holding active state licenses and requires documented broadband upload speeds of at least 10 Mbps at every school site. Schools in counties with fewer than 5,000 residents must also maintain a memorandum of understanding with a licensed clinical social worker located within 150 miles.
Only public school districts classified as frontier by the Montana Office of Rural Health qualify. These districts must serve student populations where at least 30 percent qualify for free or reduced-price meals and where the nearest community mental health center lies more than 90 minutes away by road.
Application Requirements in Montana
Proposals must include current FCC Form 470 filings confirming broadband availability and a letter from the Montana Board of Behavioral Health certifying that all proposed therapists hold Montana licenses. Budgets cannot exceed $1,250 per student per academic year and must itemize equipment depreciation schedules for tablets used in sessions.
Districts must demonstrate that existing counselors already carry caseloads above 450 students. New teletherapy lines cannot replace in-person staff; they must supplement capacity during peak referral months of October and March when seasonal affective disorder presentations increase.
Montana's Frontier County Distinctions
Unlike Idaho or Wyoming applications, Montana requires evidence that teletherapy platforms comply with state encryption standards for school records under MCA 40-5-103. Reviewers also examine winter weather contingency plans because school closures in Glacier and Powder River counties can exceed 25 days annually.
Implementation Realities for Rural School Districts
Awarded programs schedule sessions during existing study halls to avoid transportation conflicts on routes that may close due to snow. Therapists must log session attendance through the state's student information system within 48 hours, and districts submit quarterly reports on no-show rates tied to connectivity outages.
Successful applications in Montana also detail backup dial-up protocols for sites where fiber construction remains incomplete through the 2025 biennium.
