Risk compliance centers on securing written concurrence from the Bureau of Land Management or U.S. Forest Service before any field-based activities on public land. Organizations without prior programmatic agreements face multi-month review cycles that exceed the grant’s 90-day performance period start window. Montana Fish, Wildlife & Parks records indicate only 22 percent of community-based nonprofits hold active special-use permits for youth programming.
The demographic most affected consists of youth aged 13–18 residing in counties with populations under 10,000, where high school graduation rates sit 11 points below the state average and participation in organized environmental programs remains below 8 percent. These counties also report the highest per-capita rates of youth contact with the juvenile justice system linked to resource violations on public lands.
