The state maintains 51 wildlife management areas totaling 1.1 million acres, but only 19 percent possess cellular coverage sufficient for digital reporting applications. Road mileage on U.S. Forest Service lands exceeds 12,000 miles with seasonal closures affecting 38 percent of routes between November and May. Tribal land co-management agreements cover 8.3 million acres across seven reservations, requiring coordination with separate wildlife codes that differ from state statutes on 14 species.
Workforce constraints appear in the distribution of certified biologists.
