Montana's seven Indian reservations occupy 8.2 percent of state land yet receive less than 3 percent of historic preservation dollars distributed between 2018 and 2023. Tribal historic preservation officers report that 64 percent of cultural site nominations stall because federal review timelines exceed 24 months. This delay stems from limited staff capacity at the state historic preservation office, which maintains only two reviewers for the entire eastern half of the state.
The Blackfeet, Crow, and Northern Cheyenne reservations contain the largest number of 19th-century agency buildings and boarding-school structures whose original purpose was assimilation. These buildings now sit on tribal trust land where standard Section 106 consultation pathways require separate tribal council resolutions. Off-reservation towns such as Havre and Miles City hold smaller clusters of Chinese railroad-worker boarding houses whose documentation exists only in local oral histories.
Applications must include a memorandum of agreement signed by the relevant tribal historic preservation officer before submission. The agreement must specify that interpretive text will be reviewed by the tribe's cultural committee and that digital files will be deposited with the tribal college library. Budgets may allocate up to 18 percent for travel stipends covering tribal elders who participate in oral-history recording.
Montana requires all site photographs to be taken during the snow-free window of May through October because winter access roads on the northern plains close for an average of 92 days. Unlike Idaho programs, Montana scoring deducts points if an applicant cannot demonstrate a 30-year maintenance agreement with the tribal government rather than with a county.
Awarded projects have funded Crow-language interpretive panels at the site of the former Fort Custer and stabilization of a Blackfeet medicine-lodge foundation near Browning. Average award size reached $142,000 with a required 12-month reporting cycle that includes both written and audio deliverables in the relevant tribal language.
