All proposals must include letters confirming access to existing tribal archives and elder advisory boards. Budgets are capped at $450,000 annually to align with the scale of Montana’s 1.1 million residents spread across 147,000 square miles.
Reviewers examine whether the project targets languages with fewer than 500 fluent speakers, such as Gros Ventre or Assiniboine. Documentation must show how the applicant will record oral histories on-site rather than relying on out-of-state repositories. Quarterly reporting to the tribal council is mandatory.
Montana’s geography differs from neighboring states because 23 of its 56 counties meet frontier county criteria with fewer than six persons per square mile. Projects therefore cannot assume daily access to broadband or paved roads. Proposals succeed when they schedule summer immersion sessions at existing community centers on reservations rather than requiring new construction.
Eligibility determinations hinge on whether the applicant demonstrates that at least 60 percent of youth participants reside on or adjacent to the reservation where the language is historically spoken. This threshold prevents dilution of limited resources across non-tribal urban centers such as Billings or Missoula.
