Montana contains seven reservations where high school graduation rates for Native American students average 68 percent, compared with 86 percent statewide. Travel distances exceed 100 miles to the nearest four-year campus for many families on the Fort Peck and Blackfeet reservations. The scholarship program focuses on covering tuition, required fees, and transportation stipends rather than general recruitment.
Who Faces These Barriers in Montana
Data from the Montana Office of Public Instruction indicate that 42 percent of Native American high school seniors live in households with incomes below 150 percent of the federal poverty level. These students are concentrated in counties designated as frontier, where broadband access for completing financial aid forms remains below 55 percent. Priority is given to applicants who can verify enrollment at tribal colleges or the state's public universities and who commit to returning service hours within reservation communities.
Application Realities and Documentation Needs
Applicants must submit tribal enrollment verification and a Free Application for Federal Student Aid that already lists a Montana institution. The program does not accept letters of intent in place of actual acceptance letters. Because the academic year begins in August and winter travel conditions affect document delivery, complete applications received after March 15 are not considered.
