Workforce Requirements for Water Conservation Education Delivery in Montana
Montana allocates water conservation education funding to organizations that maintain permanent staff or contractors residing in counties designated as experiencing moderate or severe drought by the U.S. Drought Monitor for at least 12 weeks in the preceding three years. Eligible entities must also hold current agreements with at least one irrigation district or conservation district covering 10,000 or more acres.
Proposals require submission of attendance records from prior workshops, letters of support from county extension agents, and a map showing proposed session locations relative to the nearest USGS stream gauge. Review panels reject applications lacking explicit commitments to deliver content in both classroom and field settings within the same county. Average award decisions occur 60 days after the annual deadline.
Montana’s eastern counties contain 67 percent of the state’s irrigated acreage yet only 29 percent of certified water educators. Workforce constraints therefore concentrate approved programs along the Yellowstone and Missouri River corridors where extension offices already employ hydrologists. Western mountain counties with smaller irrigated footprints receive fewer grants despite comparable drought declarations.
Program design must account for Montana’s 147,000 square miles and average population density of 7.1 persons per square mile. Sessions scheduled in towns separated by more than 120 miles require separate travel budgets for instructors, a line item that frequently determines whether a proposal meets cost thresholds.
Unlike Idaho’s programs that permit virtual delivery as a primary mode, Montana mandates that at least half of instructional hours occur at physical sites within the target watershed to verify participant engagement with local stream conditions.
