Data from the Montana Continuum of Care show that households headed by workers in meatpacking or oilfield support services account for 47 percent of family shelter entries in these counties.
The grants support short-term rental assistance and motel vouchers calibrated to these employment cycles. Nonprofits must demonstrate that payment processing occurs within 72 hours of a court eviction filing and that case managers maintain contact protocols compatible with irregular shift schedules common in energy and agriculture.
Outcome tracking requires submission of housing-stability metrics at 30, 90, and 180 days post-assistance, disaggregated by industry of primary earner. Programs serving counties designated as frontier must also report the number of families who remain in the same school district rather than relocating across county lines.
Distinct from Idaho or Wyoming requirements, Montana applications must include letters from county clerks documenting average time between eviction filing and lockout, which varies from 14 days in Yellowstone County to 28 days in Phillips County.
