Montana tribal nations operate language-revitalization programs across 16 reservations and 7 urban Indian centers that lack centralized administrative staff. The average program coordinator manages 11 part-time fluent speakers and maintains paper records because broadband download speeds fall below 25 Mbps in 14 of the 23 frontier counties. These operational constraints limit the number of simultaneous class sections to two per reservation.
Blackfeet and Crow communities report the largest gaps. Each maintains one full-time language director responsible for curriculum, transportation scheduling, and federal reporting. When that individual is unavailable, classes are cancelled for an average of 19 days per academic year. Urban programs in Billings and Great Falls rely on volunteers who cannot access the state digital archive hosted at the Montana Historical Society because of incompatible file formats.
The grant supplies operating support for dedicated part-time coordinators and standardized digital-recording equipment that functions offline. Funds may be used for satellite-based internet hardware only when an existing tribal facility already meets minimum electrical standards. Awards require a memorandum of agreement with the relevant tribal council or urban Indian health board.
Montana reviewers score operational plans on whether the applicant already holds a current tribal resolution authorizing data collection on language fluency. This requirement differs from Idaho and Wyoming processes that accept letters of support from individual elders. Applicants must also submit a one-page equipment maintenance schedule that accounts for winter storage conditions in counties above 4,000 feet elevation.
