Both regions share a scarcity of certified outdoor educators; the Montana Office of Public Instruction lists only 47 current holders of the state's conservation education endorsement, with 31 based west of the Continental Divide.
Tribal nations add further operational layers. Seven reservations maintain separate school systems that receive state per-pupil funding yet must align curriculum with both tribal and state standards. These schools average 1.2 full-time equivalent staff assigned to environmental topics, compared with 2.4 in non-tribal frontier districts.
Proposals must document current staffing levels and facility access before requesting funds. Required attachments include district calendars showing existing outdoor instruction hours, letters from tribal education departments when serving reservation schools, and maintenance agreements for any equipment placed on school grounds. Budgets may cover stipends for existing teachers pursuing conservation endorsements or contracts with Montana Fish, Wildlife & Parks biologists, but may not exceed 15 percent of total request for administrative overhead.
Montana reviewers evaluate readiness through pre-existing agreements with county extension offices or tribal natural resource departments. Applications lacking such documentation receive no further consideration. This threshold differs from Idaho or Wyoming processes because Montana ties approval to documented alignment with the state's current wildlife action plan rather than general environmental literacy goals.
