Many consolidated school districts schedule conservation modules in shared multipurpose rooms that double as cafeterias, restricting equipment storage and specimen handling. Western mountain counties face parallel limits because seasonal tourism employment draws available part-time instructors away from fall and spring programming windows.
Montana's grant structure therefore prioritizes applicants that maintain year-round agreements with regional offices of the Department of Fish, Wildlife and Parks. Budgets must allocate at least 35 percent of funds to transportation stipends for instructors traveling between non-adjacent counties, a line item absent from denser-state proposals. Equipment requests are limited to portable kits that can be transported in standard pickup trucks, reflecting the absence of centralized storage hubs.
