Montana's 56 counties contain 147 active junior shooting competitors as of the 2023 season, yet only 23 of those counties host a qualifying range. The resulting concentration forces families in the eastern High Plains to travel between 200 and 350 miles round-trip for each scored event.
Montana Operations Requirements
Reimbursement requests must include the range's Bureau of Land Management or U.S. Forest Service permit number in addition to standard entry receipts. Montana does not accept out-of-state range certifications even when the event meets national CMP rules. This requirement stems from state law governing transient use of federal land for organized shooting.
Junior participants residing in counties with fewer than four residents per square mile receive an automatic 15 percent increase in the base reimbursement rate. The adjustment accounts for documented differences in fuel prices recorded by the Montana Department of Transportation at 23 remote fuel stops.
Shooting Sports Financial Aid for Montana Youth
Eligibility is restricted to athletes who have not yet reached their 18th birthday on the date of the event and who maintain a cumulative average of 80 percent or higher in their most recent school term. Verification letters from school administrators must accompany each application packet.
Montana reviewers cross-check applicant addresses against the most recent U.S. Census Bureau frontier designation maps. Unlike procedures in Idaho or Wyoming, Montana requires an additional affidavit confirming that no closer in-state event was available on the same weekend.
Infrastructure Constraints in Montana
The state currently operates 11 indoor ranges certified for .22 rimfire events and 17 outdoor facilities approved for centerfire silhouette. These facilities are located predominantly along the Interstate 90 and 15 corridors, leaving the northeastern and southwestern corners without regular junior programming. The reimbursement program therefore functions primarily as a travel-offset mechanism rather than a pure entry-fee subsidy.
