Montana maintains 27 Indian Health Service and tribal health facilities that report persistent vacancies in community-health educator positions, particularly on the Fort Peck and Crow reservations. Workforce analyses show that only 14 percent of current health-education staff hold credentials in culturally adapted chronic-disease prevention. This gap limits delivery of diabetes and substance-use curricula that incorporate traditional dietary practices alongside clinical guidelines.
The shortage falls most heavily on Native residents living more than 60 miles from the nearest tribal college. Seasonal employment patterns in agriculture and tourism further reduce the pool of individuals available for standard nine-month certificate programs based in Billings or Missoula.
The funding targets organizations that can station instructors at existing tribal health stations rather than requiring participants to relocate. Priority is given to programs that already employ fluent speakers of Crow, Northern Cheyenne, or Blackfeet languages for curriculum adaptation.
Infrastructure constraints include limited broadband at several reservation sites, requiring delivery models that combine printed materials with scheduled satellite sessions. Applicants must supply evidence of satellite bandwidth contracts and backup power systems rated for at least 48 hours of continuous operation.
Unlike programs in Idaho that operate from established university extension offices, Montana proposals must demonstrate on-site storage for medical models and ability to coordinate with tribal councils for facility access. Documentation of prior compliance with Indian Health Service reporting standards is required.
