Grant Overview
Montana's Native Heritage Education Project targets measurable increases in student proficiency on state social-studies assessments covering tribal history. The 2023 Montana Office of Public Instruction report shows that only 34 percent of eighth graders correctly identify key provisions of the 1851 Fort Laramie Treaty, with the lowest rates occurring in districts outside reservation boundaries.
These outcomes matter because Montana's seven reservations occupy 8 percent of the state's land area yet enroll students in 14 off-reservation public high schools where tribal history content receives fewer than three instructional hours per semester. The project therefore prioritizes curriculum modules that meet both tribal education department approval and Montana Content Standards for social studies.
Implementation centers on partnerships with the Montana Tribal Education Directors Association and the seven tribal colleges. Each module must include primary-source documents vetted by tribal historic preservation officers and pre/post assessment instruments aligned to the state testing calendar.
Rural broadband gaps constrain digital delivery; successful applications therefore budget for offline tablet kits and traveling educator stipends that cover the 11 counties with population densities below 2 persons per square mile.
Montana differs from Wyoming because every funded curriculum product must receive formal endorsement from the relevant tribal council before state-level distribution, a requirement absent in Wyoming's heritage education grants.
