Workforce constraints include seasonal labor shortages in eastern counties where agriculture dominates payrolls. Training modules will therefore focus on equipment maintenance rather than high-volume production, reducing reliance on out-of-state technicians who charge premium rates for travel to remote sites.
Infrastructure limits further require that marketing materials emphasize direct-to-consumer channels rather than wholesale distribution. Montana's freight rail schedules and single interstate corridor restrict reliable delivery windows for temperature-sensitive goods to three days per week in winter.
Unlike Idaho or Wyoming initiatives, Montana mandates documented coordination with the state Department of Livestock before any cooperative can receive equipment grants, reflecting the agency's dual oversight of dairy and specialty food operations.
