Festivals in these low-density areas require distinct logistics: single-day events serving multiple counties simultaneously and reliance on tribal recreation departments on the Fort Peck and Blackfeet reservations. State transportation records indicate 41% of rural youth soccer participants miss scheduled events due to lack of scheduled inter-county transit.
Grant eligibility centers on coaches who submit a county-level event plan showing at least two partner organizations (one municipal, one tribal or school) and a documented mileage budget. Budget lines for fuel and temporary field equipment receive explicit scoring weight.
